We have all run into this scenario.
'Mech A is adjacent to a level 1 hill. 'Mech B is on top of that hill and kicks Mech A.
Current rules are that we roll the kick normally and apply damage to the punch locations. I can, however, see how Partial Cover would apply, and give a +1 to hit modifier to the Kick but still apply damage to the punch locations.
Reasoning: 1. The attacker does have a smaller target available. 2. The mechanic would make this specific attack a bit more balanced (a 1:6 chance of doing 4-20 pts of damage to the head pushed the balance little).
